- 特例容積率適用地区は、第一種中高層住居専用地域、第二種中高層住居専用地域、第一種住居地域、第二種住居地域、準住居地域、近隣商業地域、商業地域、準工業地域又は工業地域内の適正な配置及び規模の公共施設を備えた土地の区域において、建築基準法第五十二条第一項から第九項までの規定による建築物の容積率の限度からみて未利用となつている建築物の容積の活用を促進して土地の高度利用を図るため定める地区とする。
- Exceptional floor area ratio districts -- adequately situated and located in category 1 medium-rise exclusive residential districts, category 2 medium-rise exclusive residential districts, category 1 residential districts, category 2 residential districts, quasi-residential districts, neighborhood commercial districts, commercial districts, quasi-industrial districts, industrial districts, or exclusive industrial districts that contain land on which public facilities stand -- are districts designated to promote high-level land use by utilizing building floor area deemed unused pursuant floor-area ratio limits provided for in paragraphs (1) through (9), Article 52 of the Building Standards Act.
- 高層住居誘導地区は、住居と住居以外の用途とを適正に配分し、利便性の高い高層住宅の建設を誘導するため、第一種住居地域、第二種住居地域、準住居地域、近隣商業地域又は準工業地域でこれらの地域に関する都市計画において建築基準法第五十二条第一項第二号に規定する建築物の容積率が十分の四十又は十分の五十と定められたものの内において、建築物の容積率の最高限度、建築物の建ぺい率の最高限度及び建築物の敷地面積の最低限度を定める地区とする。
- High-rise residential attraction districts are districts in which maximum floor area, maximum building coverage ratio and minimum site area of buildings are established within the floor area ratio of 400% or 500% in city plans concerning category 1 residential districts, category 2 residential districts, quasi-residential districts, neighborhood commercial districts, or quasi-industrial districts as provided for in item (ii), paragraph (1), Article 52 of the Building Standards Act in order to make appropriate divisions between residential and non-residential uses and to attract highly-convenient high-rise residential buildings.
- 都市施設は、土地利用、交通等の現状及び将来の見通しを勘案して、適切な規模で必要な位置に配置することにより、円滑な都市活動を確保し、良好な都市環境を保持するように定めること。この場合において、市街化区域及び区域区分が定められていない都市計画区域については、少なくとも道路、公園及び下水道を定めるものとし、第一種低層住居専用地域、第二種低層住居専用地域、第一種中高層住居専用地域、第二種中高層住居専用地域、第一種住居地域、第二種住居地域及び準住居地域については、義務教育施設をも定めるものとする。
- Urban facilities shall be stipulated to allow for effective urban activities and preserve a favorable urban environment by situating facilities of adequate scale at necessary locations, giving consideration to the current conditions and future expectations of land use, traffic etc. In such cases, at least roads, parks and sewerage systems shall be stipulated for urbanization promotion areas or city planning areas that have not been designated as either urbanization promotion areas or urbanization control areas; and compulsory education facilities shall be additionally stipulated for category 1 low-rise exclusive residential districts, category 2 low-rise exclusive residential districts, category1 medium-to-high-rise exclusive residential districts, category 2 medium-to-high-rise exclusive residential districts, category 1 residential districts, category 2 residential districts, and quasi-residential districts;
- 高層建築物(高さ三十一メートルを超える建築物をいう。第八条の三第一項において同じ。)その他政令で定める防火対象物で、その管理について権原が分かれているもの又は地下街(地下の工作物内に設けられた店舗、事務所その他これらに類する施設で、連続して地下道に面して設けられたものと当該地下道とを合わせたものをいう。以下同じ。)でその管理について権原が分かれているもののうち消防長若しくは消防署長が指定するものの管理について権原を有する者は、これらの防火対象物について、消防計画の作成その他の防火管理上必要な業務に関する事項で総務省令で定めるものを、協議して、定めておかなければならない。
- With regard to a high-rise building (meaning a building with a height of 31 meters or more; the same shall apply in Article 8-3, paragraph (1)) or other property under fire prevention measures specified by Cabinet Order, which is subject to management under separate titles, or an underground mall (meaning a combination of an underground passage and a set of stores, offices and other similar facilities established within an underground structure which stand in a row facing said underground passage; the same shall apply hereinafter), which is subject to management under separate titles, if such property is designated by a fire chief or fire station chief, those persons who hold the titles shall, through consultation, prepare a fire defense plan and specify other matters concerning the operations necessary for fire prevention management, which are specified by Ordinance of the Ministry of Internal Affairs and Communications.
