- 前項の場合において、海上保安被留置者を護送することができないときは、海上保安留置業務管理者は、その者を海上保安留置施設から解放することができる。地震、火災その他の災害に際し、海上保安留置施設の外にある海上保安被留置者を避難させるため適当な場所に護送することができない場合も、同様とする。
- In the case prescribed in the preceding paragraph, if the escort of coast guard detainees is unfeasible, then the coast guard detention services manager may liberate them from the coast guard detention facility. The same shall apply in case of earthquake, fire, or any other disaster where the escort of coast guard detainees to an appropriate location outside the coast guard detention facility for the purpose of evacuation is unfeasible.

- The employer shall, when carrying out the construction work (excluding temporary work, the same shall apply hereinafter) on a river where it is liable to occur debris flow incidental due to rain, melting snow or earthquake (hereinafter referred to as "river with a danger of debris flow"), investigate in advance the condition of upper reaches of the river from the work place and the surrounding area in order to prevent workers from dangers due to debris flow, and record the result of the investigation.
- 何人も、正当な理由がないのに、気象庁若しくは第六条第一項若しくは第二項の規定により技術上の基準に従つてしなければならない気象の観測を行う者が屋外に設置する気象測器又は気象、地象(地震にあつては、地震動に限る。)、津波、高潮、波浪若しくは洪水についての警報の標識を壊し、移し、その他これらの気象測器又は標識の効用を害する行為をしてはならない。
- No person shall, without justifiable grounds, destroy or relocate any meteorological instruments installed outdoors by the Japan Meteorological Agency or a person who performs meteorological observations which shall be made in accordance with the technical standards pursuant to the provisions of Article 6, paragraph (1) or paragraph (2) or any warning signs concerning meteorological phenomena, terrestrial phenomena (for earthquakes, limited to earthquake ground motions), tsunamis, storm surges, high waves, or floods, or otherwise conduct any acts detrimental to the effects of said meteorological instruments or signs.

- When the total amount of insurance claims to be paid for any one earthquake, etc. under all earthquake insurance contracts pertaining to the reinsurance contract of the government prescribed in paragraph (1) of the preceding Article exceeds the sum total of the amount to be borne by all of insurance companies, etc. under that reinsurance contract and the upper limit of the amount to be borne by the government under the provision of paragraph (3) of the same Article, the insurance companies, etc. may reduce the amount of insurance claims to be paid by them in accordance with the prescriptions of a Cabinet Order.

- The employer shall, in the case of a construction work of tunnels, etc., the flammable gases are liable to be generated, designate a person charged with the measurement of the concentration of the flammable gases in order to prevent an explosion or fire and have the said person measure and record the concentration of the flammable gas at the places where the said flammable gases are liable to be generated or stagnate, every day before commencing the work for the day, after an earthquake of medium shock or heavier or when having found any abnormalities related to the said flammable gases.
- 気象庁長官は、前項の規定により報告をした後において、当該地震に関し新たな事情が生じたと認めるときは、その都度、当該新たな事情に関する情報を同項の規定に準じて報告しなければならない。この場合において、同項中「内閣総理大臣」とあるのは、「内閣総理大臣(大規模地震対策特別措置法第十条第一項の規定により地震災害警戒本部が設置されたときは、内閣総理大臣及び地震災害警戒本部長)」と読み替えるものとする。
- The Director-General of the Japan Meteorological Agency shall, when he/she finds, after making a report pursuant to the provisions of the preceding paragraph, that any new circumstances have arisen in connection with said earthquake, report information concerning said new circumstances on each occasion in accordance with the provisions of the same paragraph. In this case, the term "Prime Minister" in the same paragraph shall be deemed to be replaced with "Prime Minister (or the Prime Minister and the head of the Earthquake Disaster Alert Headquarters when the Earthquake Disaster Alert Headquarters is established pursuant to the provisions of Article 10, paragraph (1) of the Act on Special Measures for Large-scale Earthquakes)."

- When a warning declaration about an earthquake disaster under the provision of paragraph (1) of Article 9 of the Act on Special Measures for Large-scale Earthquakes (Act No. 73 of 1978) (hereinafter referred to as 'warning declaration' in this Article) is issued, insurance companies, etc. may not enter into any new earthquake insurance contract to be covered by the reinsurance contract of the government (excluding those prescribed by a Cabinet Order) for subjects located in areas pertaining to said warning declaration and designated as areas for intensified countermeasures against the earthquake by the provision of paragraph (1) of Article 3 of the same Act from the time when the warning declaration is issued until the day when the warning declaration is withdrawn under the provision of paragraph (3) of Article 9 of the same Act (or, where the large scale earthquake pertaining to the warning declaration does occur, until the day designated by the Minister of Finance in a public notice after consultation with the Earthquake Insurance Council).
