- The purpose of this Act is, with the aim to contribute to securing the effective utilization of fuel resources according to the economic and social environment concerning energy in and outside Japan, to take the measures required for the rational use of energy with regard to factories, etc., transportation, buildings, and machinery and equipment as well as other necessary measures, etc. for comprehensively promoting the rational use of energy, thereby contributing to the sound development of the national economy.
- The employer shall, when transporting workers to a work site by vessel, take necessary measures to prevent workers from dangers due to the capsize or submergence of the vessel or fall of the workers into the water, such as not boarding workers exceeding the maximum capacity of the vessel set pursuant to the Vessel Safety Act (Act No. 11 of 1933) and the provisions of the order based on the same Act and providing the vessel with life preservers or other lifesaving equipment.
- Originally the shortest route between Tsuruga and Kyoto was by way of the Kosei Line, but the direct line going through Tsuruga was not set up and instead the direct line going through the Maizuru Line and the Sanin Main Line was set up, because it met the coming and going from Kyoto, Osaka region to the west of Wakasa region and it also undertook the local transportation on the Obama Line (for example, we can raise the local trains directly linking Tsuruga with Fukuchiyama or the express train 'Tango' and so on, whose departure and arrival was in Kyoto and which ran as a local train eastward from Higashi-Maizuru, that is, on the Obama Line).
- On the other hand, the reason it wasn't extended up to Nijo Station was because the Kyoto Municipal Transportation Bureau would need to pay an extra fee for use of railway cars (the fee is required because only Keihan trains use the Tozai Line instead of providing mutual usage between the two organizations, so the Kyoto Municipal Transportation Bureau must pay the fee to Keihan Electric Railway one-sidedly, depending on the total travel distance), the enhancement of the electric power system on the ground would be needed, and the carrying capacity would be too much (there was little need to increase the number of trains for the section between Nijo and Kyoto Shiyakusho-mae).

- Behind this lies a construction plan of the early Meiji period, and there were divided opinions over which route--Tokaido or Nakasen-do Street--would be preferable for construction. Initially the government accepted the route along Nakasen-do Street and started service in some sections, but later it realized that the route along the Tokaido was better, considering the earlier plan's higher estimated costs and longer construction period, as well as the restricted transportation in mountainous areas (particularly those across the Usui-toge), so ultimately the route was shifted east of Kano (Gifu Prefecture) to the route along the Tokaido.
