了翁道覚（りょうおうどうかく、寛永7年3月18日（1630年4月29日） - 宝永4年5月22日（1707年6月21日））は、江戸時代前期、教育文化、社会福祉、公共事業など各種の社会事業に貢献した黄檗宗の僧。
Ryoo DOKAKU was a monk of the Obaku sect of Buddhism (he was born on April 29, 1630 and died on June 21, 1707) and a contributor to several social programs during the early phase of the Edo period, such as education and culture, social welfare, and public utilities.

戦国時代_(日本)末期、正親町天皇が応仁の乱で断絶した朝廷の雅楽の再興を志した際に四天王寺から召した林広康（寛永3年4月11日_(旧暦)、73歳で没）がその事業に多大な貢献をしたということで代々朝廷に仕えた。
During the latter years of the Sengoku period (Period of Warring States), when Emperor Ogimachi sought to reestablish gagaku at the Imperial Court, a tradition that had been discontinued during the Onin War, Hiroyasu HAYASHI (died May 6, 1626, at the age of 73) made a major contribution, which led to Hiroyasu's family serving the Imperial court for generations.

Shisei Seido (the system of clans and hereditary titles) is a system made in ancient Japan in which the Imperial Court gave the nobles living in the capital and the powerful local clans a clan name and a hereditary title according to each person's degree of contribution to the state (Yamato Sovereignty) and the position the person occupies in the Government of the Imperial Court and let them kept the special privilege by the hereditary system.

出向職員に関しては、調達取決めは出向取決めの形態をとる。出向職員の貢献価額は、イーター機構に直接雇用されている同等の地位の職員の経費及びイーター機構が出向職員の受入れで発生するその他の直接経費を考慮して決定される。
In the case of seconded staff, the procurement arrangement shall take the form of a secondment agreement. The value attributed to seconded staff shall be set taking account of the costs of staff employed by the ITER Organization in comparable positions and other direct costs that the ITER Organization will incur in association with secondments.

牢人の多くは借家住まいで貧困のその日暮らしの生活を余儀なくされていたが、中には近松門左衛門のように文芸の世界で成功した者や、町道場を開き武芸の指南で身を立てる者、寺子屋の師匠となり庶民の教育に貢献する者たちもいた。

上記第一条5.3(b)における毎年の資金による貢献の総額は、毎年、イーター計画の該当する時期における各加盟者の全ての資金による貢献要請に比例して、各加盟者の財政上の貢献以外の貢献の量を考慮しつつ、加盟者間で配分される。
The total contribution in cash for each year in I.5.3 (b) above shall be shared between the Members in each year in proportion to each Member’s share of the total requirements for contributions in cash to the applicable phases of the project, taking account of the Members’ contributions in kind.

Each Member shall provide its contributions to the ITER Organization through an appropriate legal entity, hereinafter “the Domestic Agency” of that Member, except where otherwise agreed by the Council. The Council shall adopt and update regularly in accordance with the approved ITER Project Plan a comprehensive list of the specific contributions in kind that each Member should provide to the ITER Organization. The list shall show the agreed attributed values and planned timescales, including delivery dates of the specific contributions.

The Council may not extend the duration of this Agreement for a period of more than ten years in total, nor may the Council extend this Agreement if such extension would alter the nature of the activities of the ITER Organization or the framework of financial contribution of the Members.

承認されたイーター資源見積りと、現金支出と加盟者からの資金による貢献の予測、並びに第Ⅰ.2条１c)項に従って、イーター機構に資金で提供される追加的資源の予想に基づき、事務局長は以下のものを作成し、毎年十月三十一日までに理事会に提出する。

Agreements made between the ITER Organization and other International Organizations and institutions and Governments, Organizations and institutions of non-Parties ("non-Members"), for co-operation under Article 20 of the Agreement shall include, as appropriate, terms requiring the non-Members to contribute to the Decommissioning Fund. In such cases the Members' contributions to the Decommissioning Fund shall be adjusted accordingly.

The respective Members’ contributions over the duration of this Agreement shall be as referred to in the documents “Value Estimates for ITER Phases of Construction, Operation, Deactivation and Decommissioning and Form of Party Contributions” and “Cost Sharing for all Phases of the ITER Project” and may be updated by unanimous decision of the Council.

調達取決めは、受入基準を含む技術仕様、日程、主要達成事項、危険性評価、成果物をはじめとする貢献の詳細な技術的記述を与え、貢献物を提供するため必要な仕事の履行について事務局長が技術的権限を行使できるような取決めについて定める。調達取決めは、特に、以下を明確に定める。
The Procurement Arrangement shall provide a detailed technical description of the contribution to be made including the technical specifications, schedules, milestones, risk assessments and deliverables, including criteria for their acceptance, and shall set out the arrangements by which the Director-General will be enabled to exercise technical authority over the performance of the work needed to provide the contribution. The Procurement Arrangement shall, in particular, specify:

I合意による財政上の貢献以外の貢献の分担価額は、必要に応じて理事会が更新し、「調達配分における共通理解」1に示す固定価額として表示される。理事会は、資金による貢献の等価価額を決定し、財政上の貢献以外の貢献の価額に関連して現在の現金取引を正規化するための規則と手順を設定する。
The agreed attributed values of contributions in kind shall be expressed in fixed value terms as in the “Common Understanding on Procurement Allocation”1 which shall be updated by the Council as and when appropriate. The Council shall establish rules and procedures for determining the equivalent values of contributions in cash and for normalizing current cash transactions in relation to the values of contributions in kind.

The court, if it is found that a rehabilitation creditor or rehabilitation creditors' representative or their agent has contributed to ensuring the rehabilitation of the rehabilitation debtor, upon the petition of the rehabilitation debtor, etc. or by its own authority, may grant permission to the effect that the expenses incurred by these persons for the administration of affairs concerned shall reimbursed or compensation shall be paid to them from the rehabilitation debtor's assets.

The contributions shall be defined in Euros in accordance with Article III.3 of these Regulations. The Director-General shall, at the beginning of each financial year, notify the Members of the amount of their contributions. The Members’ obligations to contribute shall be in Euros. In the case of a design change that occurs in the course of procurement of an ITER component this change is managed in accordance with the applicable provisions of the Implementing Measures to be established in accordance with Article II.5, which define procedures, thresholds and authority of change management. The impact of the change shall be accounted for by the ITER Organization, evaluated in the fixed value terms referred to in Article I.2.3. The cumulative impact of such changes during the course of any phase of ITER will be managed by the ITER Organization, with the objective of balancing the contributions of the Members or otherwise compensating them as may be agreed by the ITER Council.

If, as a consequence of a change in design approved by the Council under Article 3a of the Agreement, the specification of a system or component within the responsibility of a Member changes and the Member expects a change in cost to the Member exceeding a cumulative threshold as shall be determined by Council, then the Member may request the Council to consider a remedy. It is the responsibility of the Member to demonstrate to the Council’s satisfaction the cost impact of the change and that it cannot be otherwise accommodated. The estimate of manpower required for the operation, exploitation and decommissioning of ITER will depend, inter alia, on the organizational structure established for implementing ITER. It has been assumed that an international ITER Project entity will be established with its staff to take responsibility for jointly implementing ITER on behalf of the Parties. There would then be a site-based international team complemented by staff located in each of the Parties who would be responsible to manage and follow the technical content of the procurements provided by the Party. The ITER Organization shall establish the Decommissioning Fund with the objective to achieve, by the time of the transfer of the Fund, an agreed amount (“the planned final value”) of the Decommissioning Fund to provide for the decommissioning of the ITER facilities. The initial planned final value shall be adopted by the ITER Council, having regard to the value estimate for ITER Decommissioning set out in the Common Understanding "Value Estimates for ITER Phases of Construction, Operation, Deactivation and Decommissioning and Form of Party Contributions"referred to in the Joint Declaration of the ITER Parties on Implementation, 24 May 2006. ものづくり基盤技術は、我が国の基幹的な産業である製造業の発展を支えることにより、生産の拡大、貿易の振興、新産業の創出、雇用の増大等国民経済のあらゆる領域にわたりその発展に寄与するとともに、国民生活の向上に貢献してきた。また、ものづくり基盤技術に係る業務に従事する労働者は、このようなものづくり基盤技術の担い手として、その水準の維持及び向上のために重要な役割を果たしてきた。我らは、このようなものづくり基盤技術及びこれに係る業務に従事する労働者の果たす経済的社会的役割が、国の存立基盤を形成する重要な要素として、今後においても変わることのないことを確信する。しかるに、近時、就業構造の変化、海外の地域における工業化の進展等による競争条件の変化その他の経済の多様かつ構造的な変化による影響を受け、国内総生産に占める製造業の割合が低下し、その衰退が懸念されるとともに、ものづくり基盤技術の継承が困難になりつつある。このような事態に対処して、我が国の国民経済が国の基幹的な産業である製造業の発展を通じて今後とも健全に発展していくためには、ものづくり基盤技術に関する能力を尊重する社会的気運を醸成しつつ、ものづくり基盤技術の積極的な振興を図ることが不可欠である。ここに、ものづくり基盤技術の振興に関する施策を総合的かつ計画的に推進するため、この法律を制定する。
By way of supporting the development of the manufacturing industry, which is Japan's fundamental industry, core manufacturing technology has contributed to the development of all areas of the national economy such as expansion of production, promotion of trade, creation of new industries, and increase in employment, and has contributed to improving the lives of the citizenry. In addition, workers engaged in operations pertaining to core manufacturing technology have played an important role in maintaining and improving the level of the technology in their capacity as supporters of such core manufacturing technology. We believe that the economic and social role of such core manufacturing technology and workers who engage in operations pertaining thereto will continue to be an important element in the foundation of the existence of the State in the future. Recently, however, due to changes in the employment structure, changes in competitive conditions resulting from factors like the progress of industrialization overseas, and other diverse and structural changes in the economy, the share of the manufacturing industry in Japan's gross domestic product has fallen, and concerns about a decline in the industry have grown, and the smooth succession of core manufacturing technology is becoming difficult. In order to deal with such a situation and to maintain the sound development of Japan's national economy through the development of the manufacturing industry, which is a fundamental to the State, that the active promotion of core manufacturing technology is indispensable, while a social tendency to respect abilities related to core manufacturing technology is enhanced. We hereby establish this Act so as to drive forward measures for the promotion of core manufacturing technology in a comprehensive and organized manner.
