- In addition to the business activities under the provisions of the preceding two paragraphs, the Regional Companies may, subject to the authorization of the Minister, operate the telecommunications business activities and other business activities by using facilities or technologies which are maintained in order to operate the business activities under the provisions of paragraph (3), or their staff. In this case, the Minister shall grant authorization if it is deemed that the business activities operated by the Regional Companies do not interfere smooth implementation of the business activities under the provisions of the same paragraph and securement of fair competition of the telecommunications business.

- The Government shall review the status of legal system pertaining to telecommunications including the classification pertaining to telecommunications and broadcasting, taking into account the implementation status of the provisions as amended by this Act, technologies pertaining to the Internet and other advanced information and telecommunications networks and trends in use thereof and changes in socioeconomic climates in Japan and foreign countries, and taking into consideration facilitation of international telecommunications business and improvement of international competitiveness of Japanese telecommunications technologies, and shall take necessary measures for preparing legal frameworks, etc. based on the conclusion of the review.

- The provisions of the Act concerning the Prohibition of Private Monopolization and Maintenance of Fair Trade shall not apply to any of the following action effected upon approval under paragraph (1) of the next article; provided, however, that the same shall not apply in case where unfair business practices are used or substantive limitations in competition in the specific field of trade unfairly impair the benefits of users, or where one month has passed since a public announcement under the provisions of Article 111-3 paragraph (4) was made (except where the Minister of Land, Infrastructure, Transport and Tourism has made a decision under the provisions of Article 111-2 upon request under paragraph (3) of the same article).

- The Minister of Land, Infrastructure, Transport and Tourism shall designate those ports, where promotion of the efficient operation of the port through the enhancement of the functions of international container wharves has special importance for the enhancement of international competitiveness, as Designated Special Major Ports based on their cargo volumes, scale of facilities and other conditions specified by an Ordinance of the Ministry of Land, Infrastructure, Transport and Tourism. Designated Special Major Ports shall be designated from among the Special Major Ports with international container wharves for long distance international maritime container transport, which are of a scale exceeding that specified by an Ordinance of the Ministry of Land, Infrastructure, Transport and Tourism and are composed of quaywalls and other mooring facilities, auxiliary cargo handling facilities and Port Facilities other than the mooring facilities specified by an Ordinance of the Ministry of Land, Infrastructure, Transport and Tourism, and are operated or shall be operated by the same private operator as a unit.

- The government established one campus of Teikoku (Imperial) University in Kyoto. It had been decided that there would be two universities (in the east and west, respectively) as the center of the best education, and that the two universities would compete with each other as motivation for progress in education; and in Tokyo, several public and private schools as well as Teikoku (Imperial) University already began accepting various applicants; thus the students who had youthful resolution gathered, which is the center of education. However, there were many good, enthusiastic young students gathered at Teikoku (Imperial) University, which was newly established in Kyoto, but the university couldn't accept the applicants who had not graduated from high school, so there was no school to study high education without status as a university, which was the problem of greatest concern, so volunteers who were of the same mind gathered and established the Kyoto Hosei School, entrusting the lectures to the professors of Kyoto Imperial University and other well-known teachers; thus the institution could provide higher education in politics, law and economics to society. Certainly, a reason for that was to demonstrate the government's approval concerning the establishment of education in two places (east and west), and another reason was to make up for the flaw in the educational system whereby Teikoku (Imperial) University was not widely open to applicants who had not graduated from high school ('A Brief History of Ritsumeikan University,' 'Ritsumeikan Gakuho,' March 1915).

- The term "Whistleblowing" as used in this Act shall mean whistleblowing made by a worker (which shall mean worker as provided for in Article 9 of the Labor Standards Act (Act No. 49 of 1947); the same shall apply hereinafter), without a purpose of obtaining an wrongful gain, a purpose of causing damages to others, or any other wrongful purpose, about Reportable Fact that has been occurred, is being occurred or is about to be occurred by "Business Operator" (which shall mean any of the following business operators (which shall mean juridical person, other organization and individual who operates a business)), or such persons as officer, employee or agent in the workplace where the worker is occupied in performing the Business Operator's business activities, to the said Business Operator or the person designated by the said Business Operator in advance (hereinafter referred to as "Business Operator, etc."), to an Administrative Organ with the authority to impose disposition (which shall mean an order, rescission, and other acts involving the exercise of public authority; the same shall apply hereinafter) or recommendation, etc. (which shall mean a recommendation and other acts which are not disposition; the same shall apply hereinafter) upon the said Reportable Fact, or to any person who are recognized to be necessary to do whistleblowing to the said Reportable Fact in order to prevent the occurrence thereof or the spread of damage caused thereby (including person who suffers or might suffer damage from the said Reportable Fact, but excluding any person who might cause damages to the competitive position or any other legitimate interests of the Business Operator; the same shall apply in Item (iii) of the following Article.).
