- The Minister of Land, Infrastructure, Transport and Tourism, the Prefectural governors, or the Mayors of municipalities, when it is necessary to enter land in the possession other individuals in order to conduct surveys or investigations for the purpose of deciding on or revising city plans, may enter said land on their own accord or consign another individual to enter said land within the limits necessary.
- 筆界調査委員は、前条第一項の規定による指定を受けたときは、対象土地又は関係土地その他の土地の測量又は実地調査をすること、筆界特定の申請人若しくは関係人又はその他の者からその知っている事実を聴取し又は資料の提出を求めることその他対象土地の筆界特定のために必要な事実の調査をすることができる。
- A parcel boundary examiner, when he/she is designated under the provision of paragraph (1) of the preceding Article, may conduct a survey or field investigation of the subject parcels or related parcels or other parcels of land, hear from the applicant for parcel boundary demarcation or related persons or other persons about the facts known to them or request those persons to submit materials, and conduct other examination of facts necessary for parcel boundary demarcation for the subject parcels.
- 法務局又は地方法務局の長は、筆界調査委員が対象土地又は関係土地その他の土地の測量又は実地調査を行う場合において、必要があると認めるときは、その必要の限度において、筆界調査委員又は第百三十四条第四項の職員(以下この条において「筆界調査委員等」という。)に、他人の土地に立ち入らせることができる。
- When the Director of a Legal Affairs Bureau or District Legal Affairs Bureau finds it necessary in cases where a parcel boundary examiner conducts a survey or field investigation of the subject parcels or related parcels or other parcels of land, he/she may have the parcel boundary examiner or his/her official set forth in Article 134, paragraph (4) (hereinafter referred to as 'parcel boundary examiner, etc.' in this Article) enter another person's land.
- 農林水産大臣又は都道府 県知事は、漁業の免許又は許可をし、漁業調整をし、その他この法律又はこの法律に基く命令に規定する事項を処理するために必要があると認めるときは、当該 職員をして他人の土地に立ち入つて、測量し、検査し、又は測量若しくは検査の障害となる物を移転し、若しくは除去させることができる。
- The Agriculture, Forestry and Fisheries Minister or the Governor concerned may let said employees enter other persons' land, for surveying, inspecting, or moving or removing the things obtrusive to the surveying or inspection, when he/she finds it necessary for granting licenses or permissions for fisheries, adjusting fisheries and dealing with the matters prescribed in this Act or in Orders pursuant to this Act.
- 漁業調整委員会又 は水産政策審議会は、この法律の規定によりその権限に属させられた事項を処理するために必要があると認めるときは、その委員又は委員会若しくは審議会の事 務に従事する者をして他人の土地に立ち入つて、測量し、検査し、又は測量若しくは検査の障害になる物を移転し、若しくは除去させることができる。
- Each Fisheries Adjustment Commission or the Fisheries Policy Council may let the commission members or the persons engaged in the affairs of the commission or the council enter other persons' land, to survey or inspect, or to move or remove things obtrusive to the surveying or inspection, when the commission or council finds it necessary for dealing with the matters belonging to its authority pursuant to the provisions of this Act.
- 電気事業者は、植物が電気事業の用に供する電線路に障害を及ぼし、若 しくは及ぼすおそれがある場合又は植物が電気事業の用に供する電気工作物に関する測量若しくは実地調査若しくは電気事業の用に供する電線路に関する工事に 支障を及ぼす場合において、やむを得ないときは、経済産業大臣の許可を受けて、その植物を伐採し、又は移植することができる。
- Where plants cause or are likely to cause interference with Electric Lines to be used for an Electricity Business or plants cause hindrance to taking measurements or field investigations with regard to Electric Facilities to be used for an Electricity Business or a construction project with regard to Electric Lines to be used for an Electricity Business, an Electricity Utility may, when it is unavoidable, clear or transplant such plants with permission from the Minister of Economy, Trade and Industry.

- In 1861, after the opening of Japan to the world, when the British navy survey ship Acteon tried forcibly to survey the Japanese coast, ignoring the warning by the Bakufu that said it would not be wise to fuel the principle of excluding foreigners, the leader of the ship was much surprised to see a copy of the Ino's small map which the Bakufu officials happened to possess, and agreed to give up the survey project by getting a copy of the map from the Bakufu.
- 弁理士法(平成十二年法律第四十九号)第三十二条第三号の規定により業務の禁止の処分を受けた者、測量法(昭和二十四年法律第百八十八号)第五十二条第二号の規定により登録を消除された者、建築士法(昭和二十五年法律第二百二号)第十条第一項の規定により免許を取り消された者又は土地家屋調査士法(昭和二十五年法律第二百二十八号)第四十二条第三号の規定により業務の禁止の処分を受けた者で、これらの処分を受けた日から起算して二年を経過しないもの
- Any person who has been subjected to prohibition of business pursuant to the provision of Article 32 (3) of the Patent Attorney Act (Act No.49 of 2000), or who has been subjected to deletion of his/her registration pursuant to the provision of Article 52 (ii) of the Survey Act(Act No.188 of 1949), or who has been subjected to rescission of his/her license pursuant to the provision of Article 10 (1) of the Kenchikushi Act for Architects & Building Engineers (Act No.202 of 1950), or who has been subjected to a disposition of prohibition from engaging in business pursuant to the provision of Article 13 (1) (iii) of the Land and House Investigator Act (Act No.228 of 1950), and who has not yet passed two years from the date of such a disposition.

- 気象庁長官は、地象、地動、地球磁気、地球電気及び水象の観測及び研究並びに地震に関する土地及び水域の測量の成果に基づき、大規模地震対策特別措置法(昭和五十三年法律第七十三号)第三条第一項に規定する地震防災対策強化地域に係る大規模な地震が発生するおそれがあると認めるときは、直ちに、政令で定めるところにより、発生のおそれがあると認める地震に関する情報(当該地震の発生により生ずるおそれのある津波の予想に関する情報を含む。)を内閣総理大臣に報告しなければならない。
- When the Director-General of the Japan Meteorological Agency finds a risk, based on the results of observations and research with regard to terrestrial phenomena, tremors and ground deformations, terrestrial magnetism, terrestrial electricity, hydrological phenomena, and surveys of land and water-areas concerning earthquakes, of the occurrence of a large-scale earthquake pertaining to the Areas for Intensified Measures against Earthquake Disasters prescribed in Article 3, paragraph (1) of the Act on Special Measures for Large-scale Earthquakes (Act No. 73 of 1978), he/she shall, pursuant to the provisions of Cabinet Order, immediately report to the Prime Minister information concerning the earthquake at risk of occurring (including information concerning prediction of a potential tsunami caused by the earthquake event).
- 前条第一項の規定により他人の占有する土地に立ち入つて測量又は調査を行なう者は、その測量又は調査を行なうにあたり、やむを得ない必要があつて、障害となる植物若しくはかき、さく等(以下「障害物」という。)を伐除しようとする場合又は当該土地に試掘若しくはボーリング若しくはこれらに伴う障害物の伐除(以下「試掘等」という。)を行なおうとする場合において、当該障害物又は当該土地の所有者及び占有者の同意を得ることができないときは、当該障害物の所在地を管轄する市町村長の許可を受けて当該障害物を伐除し、又は当該土地の所在地を管轄する都道府県知事の許可を受けて当該土地に試掘等を行なうことができる。この場合において、市町村長が許可を与えようとするときは障害物の所有者及び占有者に、都道府県知事が許可を与えようとするときは土地又は障害物の所有者及び占有者に、あらかじめ、意見を述べる機会を与えなければならない。
- When individuals, who under the provisions of paragraph (1) of the preceding Article conduct surveys or investigations by entering land in the possession of other individuals, intend under absolute necessity to fell or remove plants, fences, etc. impeding them (hereinafter referred to as 'obstacles'), to conduct test drilling or boring of the land or to fell or remove obstacles for that purpose (hereinafter referred to as 'test drilling etc.'), if they cannot obtain the consent of the owners and possessors of the obstacles or land, they may fell or remove the obstacles by obtaining the permission of the Mayors of the municipalities that have jurisdiction over the land on which the obstacles are located, or they may conduct test drilling etc. by obtaining the permission of the Prefectural governors that have jurisdiction over said land. In such cases, when the Mayors of municipalities are in the process of giving permission, they must provide the owners and possessors of the obstacles an opportunity in advance to express their opinions; and when prefectural governors are in the process of getting permission, they must provide the owners and possessors of the obstacles an opportunity in advance to express their opinions.
