- The formation of an advanced information and telecommunications network society shall contribute to creating unique and vital local communities and improving the welfare of the local residents by stimulating local economies, creating attractive local employment opportunities, increasing the variety of opportunities for exchange within and between communities with the use of information and telecommunications technologies to enrich lifestyles and increase convenience.
- 事業者は、我が国産業の発展において知的財産が果たす役割の重要性にかんがみ、基本理念にのっとり、活力ある事業活動を通じた生産性の向上、事業基盤の強化等を図ることができるよう、当該事業者若しくは他の事業者が創造した知的財産又は大学等で創造された知的財産の積極的な活用を図るとともに、当該事業者が有する知的財産の適切な管理に努めるものとする。
- In light of the importance of the role that intellectual property plays in the development of Japanese industry, business operators shall, in accordance with the basic principles, endeavor for positive exploitation of the intellectual property that is created by themselves or by other business operators and the intellectual property that is created by universities, etc. as well as for proper management of their own intellectual property in order to increase their productivity and reinforce their business foundation through vigorous business activities.
- この法律は、内外の社会経済情勢の変化に伴い、民間の団体が自発的に行う公益を目的とする事業の実施が公益の増進のために重要となっていることにかんがみ、当該事業を適正に実施し得る公益法人を認定する制度を設けるとともに、公益法人による当該事業の適正な実施を確保するための措置等を定め、もって公益の増進及び活力ある社会の実現に資することを目的とする。
- The purpose of this Act is, in view of the fact that the implementation of business voluntarily conducted by organizations in the private sector for public interest purposes has become important for the promotion of the public interest as a result of changes in social and economic situations in and out of the country, to establish a system for authorizing public interest corporations that are capable of implementing such business in a suitable manner, to prescribe measures to ensure suitable implementation of such business conducted by the public interest corporations and thereby to contribute to the promotion of the public interest and the realization of a vibrant society.
- 知的財産の創造、保護及び活用に関する施策の推進は、創造性のある研究及び開発の成果の円滑な企業化を図り、知的財産を基軸とする新たな事業分野の開拓並びに経営の革新及び創業を促進することにより、我が国産業の技術力の強化及び活力の再生、地域における経済の活性化、並びに就業機会の増大をもたらし、もって我が国産業の国際競争力の強化及び内外の経済的環境の変化に的確に対応した我が国産業の持続的な発展に寄与するものとなることを旨として、行われなければならない。
- Measures for the creation, protection and exploitation of intellectual property shall be promoted with the objective of achieving an intensification of the technical capabilities of Japanese industry and the revitalization of the industry, the activation of the local economy, and an increase in job opportunities, thereby contributing to the intensification of the international competitiveness of Japanese industry and a sustainable development of Japanese industry that precisely responds to the changes in the economic environment at home and abroad, through encouraging smooth transfer of the results of creative Research and Development into commercial use and promoting the development of new business fields, management innovation and business startups, all of which are based on intellectual property.
- 国土形成計画は、我が国及び世界における人口、産業その他の社会経済構造の変化に的確に対応し、その特性に応じて自立的に発展する地域社会、国際競争力の強化及び科学技術の振興等による活力ある経済社会、安全が確保された国民生活並びに地球環境の保全にも寄与する豊かな環境の基盤となる国土を実現するよう、我が国の自然的、経済的、社会的及び文化的諸条件を維持向上させる国土の形成に関する施策を、当該施策に係る国内外の連携の確保に配意しつつ、適切に定めるものとする。
- National Spatial Strategies shall appropriately formulate measures for the spatial development to maintain and improve the natural, economic, social and cultural conditions of Japan, while paying attention to securing domestic and international coordination pertaining to the said measures, in order to appropriately respond to the changes in social and economic structures including population and industry in Japan and the world and realize a national land that acts as the foundation of: local communities that independently develop in accordance with their own characteristics; a vital economy and society through the enhancement of international competitiveness, promotion of science and technology, etc.; citizens' lives for which safety is secured; and a rich environment which also contributes to the preservation of the global environment.
- しかし、それが引き継がれた信条となり、積極的に受け入れたのではなく、受身で受け入られたものとなると、つまり、その信条を信じることが信条にたいして提起する諸問題に、精神がもはや、最初の頃と同じ程には、活力を行使しすることを強いられなくなると、信じることは、決まり文句を除けば、まるで忘れさられ、あるいは、まるで、その信条を自覚的に理解したり、個人的体験で吟味したりする必要性を免れて、鵜呑みにして受け入れるかのように、その信条を鈍感で無気力に同意するという傾向が進行するのです。
- But when it has come to be an hereditary creed, and to be received passively, not actively―when the mind is no longer compelled, in the same degree as at first, to exercise its vital powers on the questions which its belief presents to it, there is a progressive tendency to forget all of the belief except the formularies, or to give it a dull and torpid assent, as if accepting it on trust dispensed with the necessity of realizing it in consciousness, or testing it by personal experience;
- 地域における産業集積の形成及び活性化は、産業集積が事業者相互間における効率的な分業、事業高度化に資する情報の共有、研究開発における緊密な連携等を促進することにより、効率的かつ創造的な事業活動を可能とし、もって地域経済に活力をもたらすとともに我が国経済の生産性の向上に資するものであることにかんがみ、地方公共団体が緊密に連携して、企業立地の動向を踏まえつつ、地域における自然的、経済的及び社会的な特性に適合し、かつ、当該地域において産業集積の核となるべき業種について、集中的かつ効果的に施策を講ずることを旨として、行われなければならない。
- Considering that industrial clusters will enable efficient and creative business activities through promoting an efficient division of work among business operators, sharing information that may contribute to business innovation, and promoting closer coordination in research and development and will thereby re-energize local economies and contribute to the improvement of the productivity of the entirety of the Japanese economy, the formation and development of regional industrial clusters shall be carried out under close collaboration among local public entities, based on trends in the establishment of new business facilities, in view of taking measures intensively and effectively for industries that conform to the natural, economic and social characteristics of respective regions and can become the core of industrial clusters therein.
- この法律は、内外の社会経済情勢の変化に伴い、我が国産業の国際競争力の強化を図ることの必要性が増大している状況にかんがみ、新たな知的財産の創造及びその効果的な活用による付加価値の創出を基軸とする活力ある経済社会を実現するため、知的財産の創造、保護及び活用に関し、基本理念及びその実現を図るために基本となる事項を定め、国、地方公共団体、大学等及び事業者の責務を明らかにし、並びに知的財産の創造、保護及び活用に関する推進計画の作成について定めるとともに、知的財産戦略本部を設置することにより、知的財産の創造、保護及び活用に関する施策を集中的かつ計画的に推進することを目的とする。
- The purpose of this Act is, for the objective of realizing a dynamic economy and society that is based on the creation of added values through the creation of new intellectual property and effective exploitation of such intellectual property in light of a growing necessity for intensifying the international competitiveness of Japanese industry in response to the changes in the social and economic situations at home and abroad, to promote measures for the creation, protection and exploitation of intellectual property in a focused and systematic manner by stipulating the basic principles on the creation, protection and exploitation of intellectual property and the basic matters to achieve the principles, clarifying the responsibilities of national government, local governments, universities, etc. and business operators, establishing the Intellectual Property Strategy Headquarters, and providing stipulations on the development of a strategic program on the creation, protection and exploitation of intellectual property.
