- The Chair shall, subject to the provisions of these Rules, preside over the proceedings of the Council and maintain order during its meetings. He shall declare the opening and closing of each meeting, direct the discussions and, if necessary, sum them up, ensure observance of these Rules, accord or withdraw the right to speak, decide points of order, put proposals to the vote and announce decisions. He may propose adjournment or closure of the debate, or adjournment or suspension of a meeting.

- Decisions of the Council shall be made in accordance with Article 6 of the ITER Agreement, each Member speaking with a single voice. For matters other than those requiring unanimity, Members shall use their best efforts to reach consensus on all proposals. Failing consensus, the proposal shall be put to a vote. The proposal shall be submitted to the meeting of the Council in writing if a Member so requests. In such case the Chair shall not put the proposal to the meeting until Representatives are in possession of the text of the proposal.

- The President of the Senate shall, in the Presence of the Senate and House of Representatives, open all the Certificates, and the Votes shall then be counted. The Person having the greatest Number of Votes shall be the President, if such Number be a Majority of the whole Number of Electors appointed; and if there be more than one who have such Majority, and have an equal Number of Votes, then the House of Representatives shall immediately chuse by Ballot one of them for President; and if no Person have a Majority, then from the five highest on the List the said House shall in like Manner chuse the President.

- The chosen universities as places for the meetings were Kyoto University, Doshisha University and Ritsumeikan University (the then campus was located at Hirokoji-dori Street, the west shore of the Kamo-gawa River of Yodogawa River system in Kyoto City), however, Kyoto University authorities (President Shunjiro HATTORI) didn't permit the use of classroom number one of the faculty of law and economics, and called the police to remove protesting students, as a result, an explosive atmosphere remained between the authorities and the students, especially the students' association 'Dogakukai' of Kyoto University (although the Dogakukai had been forced to dissolve after the Kyodai Tenno Incident of 1951, in the early summer of 1953 it had just been reorganized by a vote in which all the students had been involved).

- The provisions of Article 342 (Election of Directors by Cumulative Vote) of the Companies Act shall apply mutatis mutandis to cases where the members appoint the director of a Specific Purpose Company and Article 344(1) and (2) (Consent of Company Auditors to the Election of Accounting Auditors) of that Act shall apply mutatis mutandis to a Specific Purpose Company. In this case, the term 'shareholders meeting' in these provisions shall be deemed to be replaced with 'general meeting of members,' and the phrases 'Article 308(1)' and 'for each one share the shareholder holds (or, in cases where the Share Units provided for in the articles of incorporation for each one unit of the shares the shareholder holds)' in Article 342(3) of that Act shall be deemed to be replaced with 'Article 59(1) of the Asset Securitization Act' and 'for each one unit of Specified Equity or Preferred Equity.'

- Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed. But when the right to vote at any election for the choice of electors for President and Vice-President of the United States, Representatives in Congress, the Executive and Judicial officers of a State, or the members of the Legislature thereof, is denied to any of the male inhabitants of such State, being twenty-one years of age, and citizens of the United States, or in any way abridged, except for participation in rebellion, or other crime, the basis of representation therein shall be reduced in the proportion which the number of such male citizens shall bear to the whole number of male citizens twenty-one years of age in such State.

- The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress; Provided that no Amendment which may be made prior to the Year One thousand eight hundred and eight shall in any Manner affect the first and fourth Clauses in the Ninth Section of the first Article; and that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate.

- The person having the greatest Number of votes for President, shall be the President, if such number be a majority of the whole number of Electors appointed; and if no person have such majority, then from the persons having the highest numbers not exceeding three on the list of those voted for as President, the House of Representatives shall choose immediately, by ballot, the President. But in choosing the President, the votes shall be taken by states, the representation from each state having one vote; a quorum for this purpose shall consist of a member or members from two-thirds of the states, and a majority of all the states shall be necessary to a choice. - In order to qualify for and maintain registration, an employee organization is required to provide procedures whereby the adoption or revision of its constitution, election of officers, and other equivalently important acts are decided by a majority of all its members (by a majority of those who voted, in the case of the election of officers) by direct secret vote in which every member is given an equal opportunity to participate, and is required to ensure that these important acts are actually decided in accordance with the procedures so provided for. In the case of an employee organization which is a federation or is national in scope, however, it shall suffice to establish and to actually observe such procedures provided for that delegates are elected by a majority vote by direct secret vote held for each constituent organization or each geographical area or occupational area which every member is given an equal opportunity to participate in, and, further, that the foregoing important acts be decided by a majority of all the delegates (by a majority of the delegates who voted, in the case of the election of officers) by direct secret vote in which each delegate is given an equal opportunity to participate.
- その後、大統領が上院の臨時議長及び下院議長に対し、不能が存在しないという文書による申立てを送付したときは、大統領はその職務上の権限と義務を再び遂行する。ただし、副大統領及び行政各部の長官の過半数、又は連邦議会が法律で定める他の機関の長の過半数が、上院の臨時議長及び下院議長に対し、大統領がその職務上の権限と義務の遂行ができないという文書による申立てを4日以内に送付したときは、この限りでない。この場合、連邦議会は、開会中でないときは、48時間以内にその目的のために会議を招集し、問題を決定する。もし、連邦議会が後者の文書による申立てを受理してから21日以内に、又は議会が開会中でないときは会議招集の要求があってから21日以内に、両議院の3分の2の投票により、大統領がその職務上の権限と義務を遂行することができないと決定した場合は、副大統領が大統領代理としてその職務を継続する。その反対の場合には、大統領はその職務上の権限と義務を再び行うものとする。
- Thereafter, when the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his written declaration that no inability exists, he shall resume the powers and duties of his office unless the Vice President and a majority of either the principal officers of the executive department or of such other body as Congress may by law provide, transmit within four days to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office. Thereupon Congress shall decide the issue, assembling within forty eight hours for that purpose if not in session. If the Congress, within twenty one days after receipt of the latter written declaration, or, if Congress is not in session, within twenty one days after Congress is required to assemble, determines by two thirds vote of both Houses that the President is unable to discharge the powers and duties of his office, the Vice President shall continue to discharge the same as Acting President; otherwise, the President shall resume the powers and duties of his office.

In this case, the respective phrasings in the middle column of the following table corresponding to the provisions of the Act stated in the left column of the table shall be deemed to be replaced with the corresponding phrasings in the right column of the table.
