- The Kenmu Restoration appeared to be a reactionary movement, but was in fact an old and ignorant imperial dictatorship, and most of the measures introduced, such as aristocracy-centered political management that excluded the samurai, sudden reforms, inability to handle lawsuits for land, inequality in rewards, and the unreasonable Daidairi Construction Plan, caused discontent in various sectors, especially in the samurai class. As a consequence, criticism of the government for its incompetency grew, as was evidenced in the famous Nijogawara Graffiti, and the government completely lost power over the public.
- Criticism of the new government was not limited to warrior families and commoners, however; in 1338, before Akiie KITABATAKE led his army out, he remonstrated with Emperor Godaigo about the failures of the new government, and his father Chikafusa KITABATAKE's 'Shokugensho' as well as other nobles' diaries record comments critical of and indicating their dissatisfaction with the government, showing that later on, even nobles like the Kitabatake father-son duo, who fought to oppose the Northern dynasty, did not fully support the new government.
- Even though Jyunnyo (who died before his father) and Jitsunyo were treated as successor and the four of the other five sons were dispatched to Hokuriku and virtually gained the positions of kokushu (landed daimyo) in Kaga and the surrounded provinces, the sixth son Renjun was appointed to the chief priest of Kensho-ji Temple which Jyunnyo left and forced to remain in Kinai, which made him discontent about not being given an important mission in the religious community.

- After that, the Asuke clan survived as a vassal of the shogunate, but its relationship with the Imperial Court was still so close that the fourth head, Shigekata ASUKE, and his son Chikashige ASUKE had been given official rank and allowed to enter the denjo room in the palace; moreover, its dissatisfaction with the Kamakura bakufu increased because of problems such as the Shimotsuki Affair in 1285, in which Shigefusa ASUKE was involved and destroyed because, in the Asuke clan, there were relatives of the powerful gokenin (an immediate vassal of the shogunate in the Kamakura and Muromachi through Edo periods), Adachi clan.

- However, Ito was frustrated because he had not heard a word from the new government, and once he caught a news that the lord of the domains (Satsuma, Choshu, Tosa, Hizen) submitted the memorial to the emperor that they would return their lands and people to the emperor, Ito planned to submit the petition with his subordinates, Nakajima (Assistant Judicial Officer), Tanaka (Assistant Judicial Officer), Ga (Scholar of English, served for prefecture as an advisor), and also Mutsu who happened to get to know Ito joined them, and they all submitted in their five joint names 'kokuzekomoku' which was composed of the six points.
- Although it seemed that the company had achieved its objective of making inroads into the city center and passengers' dissatisfaction was resolved thanks to the aforementioned agreement, the company's operations were still restricted by the so-called 'closed door system' under which 'passengers could get off but weren't allowed to get on' at the bus stops of newly extended routes while 'passengers going from the city center to the suburbs could get on but weren't allowed to get off ' at those bus stops.

- Because Emperor Shijo had died in 1242, a prince of Emperor Juntoku, Chuseio, was to be enthroned as the new Emperor; however, Yasutoki strongly objected to this because the father, the Emperor Juntoku, had been a leader in the Jokyu War, and Yasutoki took an attitude that he would compel Chuseio to abdicate if his enthronement was realized; therefore, Yasutoki forcibly enthroned the new Emperor Gosaga against the complaints and opposition of the court nobles.
- On the other hand, right before and after the revision, many passengers seemed to be discontented due to the increased number of express and semi-express trains that started doubling back at Tenmabashi Station during the morning rush, and the decreased convenience at Kayashima Station and Kozenji Station owing to the discontinued semi-express during the daytime; so, on January 27, 2007, the timetable was again revised in order to cope with these problems (revision on the repartition of the shuttle trains that were doubling back at Tenmabashi Station and those that arrived at and departed from Yodoyabashi Station during the morning rush, the downgrading of express trains between 15:00 and 16:00 to semi-express, etc.).
